„Social governance in Germany and what we can learn from it“
Think tank function of science to build effective social governance
Politicians in Germany attach great importance to scientific assessments and
recommendations and know how to bring in external expertise in the preparation
of scientifically sound political decisions. Science also plays an important
role in the communication, explanation and implementation of political decisions.
In Berlin we visited the Institute for Applied Demography Berlin-Brandenburg
(IFAD). Dr. Harald Michel is the founder and director of the institute and
also teaches 40 hours per semester at Humboldt University. The IFAD is a
private institution with a total of 20 employees, including four permanent
employees and 16 part-time employees. The institute is financed through
the sale of services to EU, federal, state and local governments and their
subordinate bodies.
In recent years, the IFAD has primarily examined historical and current trends
in global population development, European development trends, the aging
of German society and political approaches.
The IFAD representatives were critical of the current German population and
especially immigration policy. They believe that some politicians have not
yet fully recognized the profound socio-economic implications of demographic
change. Problems arise particularly in the widening of regional development
gaps as well as with the integration of immigrants and the associated effects
on social cohesion.

Shrinking processes and services of general interest in East Germany
In an interview for the magazine »UNTERNEHMERIN KOMMUNE«, Dr. Michel (IFAD):
„The aging and shrinking process continues unabated. […]
The population of eastern Germany will shrink more in the next 18 years than in
the past 22 years. […] Of course, this does not remain without
effects on the settlement structures and their development in East Germany.
The rural areas, which make up around four fifths of the eastern German states,
are subject to permanent and far-reaching demographic change processes,
which in particular call into question the guarantee of services of general
interest in an increasing number of areas.“

Friedrichshain-Kreuzberg: The younger, the poorer
They are numbers that do not really surprise you. Nevertheless,
they are always frightening: every third child under the age of
three in the Friedrichshain-Kreuzberg district lives on welfare.
This is the result of a study by the Institute for Applied Demography
(IFAD), which was commissioned by the district office under the title
„Social structure and spatial segregation of social welfare recipients
in Friedrichshain-Kreuzberg“.

In Kreuzberg every third child under three years of age is dependent on social welfare.
This is the result of a study by the Institute for Applied Demography
on behalf of the Central Employment Office. In Friedrichshain-Kreuzberg,

the eight so-called social rooms into which the administration has
divided the district.
