The (ARL 37-) Artikel by Dr. Harald Michel

DEMOGRAPHIC DEVELOPMENT AND EFFECTS ON SPATIAL DEVELOPMENT - FOR THE EXAMPLE OF BRANDENBURG AND THE UCKERMARK

Abridged Version

The main effects of demographic change - shrinking and aging on the one hand, and increasing concentration on the other - are extremely spatially differentiated. The resulting problem is enormous and at the same time diverse. Models and spatial planning plans should monitor demographic developments more closely. The coexistence of growth, restructuring and shrinkage processes requires flexible solutions tailored to the respective region. The article illustrates the problem using the Uckermark district.

Book: The transformative power of demography

Dr. Harald Michel (IFAD)
Something new in the east?
in
The transformative power of demography
Tilman Mayer (Editor)
Springer SV, Wiesbaden 2017
599 Seiten, Paperback ISBN 978-3-658-13165-4
The volume contains 35 amounts including introduction.

The Article from Dr. Harald Michel - Summary

Contrary to an often suggested reversal of the trend, all demographic processes in East Germany run without exception on the paths that have been shown for 25 years now. The greatest challenges in coping with demographic change in East Germany, with the central point of ensuring the provision of general interest for a large part of the inhabitants of these parts of the country, are still ahead. For decades, politics has avoided the topic of 'demographic change' and even made it taboo. This continues to be accompanied by a frightening ignorance of fundamental demographic contexts in large parts of the public (media). Neither Germany nor Europe are unique on a global scale with this problem. In this sense, the experiences that east German regions in particular are currently gaining in coping with the demographic change in adaptation strategies are becoming increasingly interesting for foreign countries as well.

The volume brings 34 contributions to human science from various disciplines. Psychology, sociology, economics, jurisprudence, demography, human genetics and medicine are seen in a context.

The Article from Dr. Harald Michel - Summary

The population development is fundamentally a reflection of the increasing control of humans over nature. In this sense, an increase in the number of people living on earth can be observed in the long term.
However, we have been observing a discontinuous demographic development of mankind for around 250 years. The rapid growth of the world's population, which continues to this day, is the result of a rare demographic process, the demographic transition. It is based on the destruction of the traditional equilibrium between the determinants of the population movement, the rapid growth of the population and the gradual establishment of a new balance between the determinants of the population movement, which will lead to the continuity of this movement on a new level.

Buch: Measures to adapt the Municipal Economy...

Measures to adapt the Municipal Economy to future demographic, fiscal and energy Policy Realities
Based on the analysis of the 2010 study „Communal Services 2025“
A specification for decision-makers in the federal government, the federal states and the municipalities
r> The municipalities face enormous challenges. These central processes primarily concern demography, financial resources and energy policy. These are objective processes that take their course one way or the other. Since we cannot fundamentally change the course of things, adaptation strategies have to be developed. To ensure that this does not remain in the abstract, the authors of these specifications were and are of the opinion that the tasks to be solved must be specifically defined and the responsibilities clearly defined.

Buch: Local Atlas of Employment Promotion

Local Atlas of Employment Promotion
Documentation of municipal employment promotion activities in the Brandenburg districts and independent cities
With the introduction of the „Hartz Reforms“, the largest and most comprehensive labor market reform in the history of the Federal Republic, including in the state of Brandenburg, has been a political reality for almost two years now. The implementation of these reforms is synonymous with another major step in the process of regionalization of responsibility for labor market policy, above all because it has created framework conditions that, in contrast to previous decades, make „positive municipalization“ possible in the approach. In addition to the municipal duties stipulated in SGBII, many municipalities continue to have voluntary work commitments that are no less necessary in view of the labor market situation. The result of this development is a very broad differentiation of employment promotion activities with largely regional decision-making structures.

Recommendations for coping with demographic change in the Free State of Saxony
Expert Commission „Demographic change in Saxony“
The expert commission „Demographic Change Saxony“, founded in January 2005, has developed strategies for a new „governance“ of demographic change as a guideline for the Saxon politics of the coming years and decades. With the highest average age of all federal states, the consequences of demographic change will take effect earlier than elsewhere in the Free State. Saxony could thus serve as a model for possible approaches to solving the problems in the Europe-wide change process.

Buch: Showcase of system competition

From the Stalinallee to the GDR prefabricated housing estate
Comments on housing and urban policy in Berlin-Brandenburg since 1949

Dr. Harald Michel and Dr. Volker Schulz
in

Showcase of system competition
In the special area of integration and division between Berlin and Brandenburg, the Cold War after 1948 took on the features of complex system competition more sharply and more intensively than at other locations in the East-West conflict. On both sides of the divided region 'showcase' emerged the superiority of their own political and social order over the other, which everyone could experience directly until the wall was built in 1961. In seventeen articles from politics, business and social issues, but also from culture, everyday life and the environment, the question is explored to what extent this discussion, in its interrelation between confrontation and competition, contributed to the preservation or dissolution of what has grown over time. The analyzes offer vivid representations of the changeable discussion between two tendencies that are still perceived as alternatives: progressive demarcation and division or preservation of regional similarities and overall Berlin identities. Until 1961, were there any approaches to a cross-system regional society in Berlin-Brandenburg in the everyday „normality“ of the Cold War?
